1. Joint Committee comprises equal number of Xiamen officials and Singaporean representatives. Decisions are made on the basis of majority votes.
2. Decisions made by Singapore Working Committee are on the basis of majority votes.
3. Board of Directors of the Charity Foundation for the project are all Singaporeans except for one position - that of Deputy CEO who is Vice Chairman of Xiamen Red Cross Society and who has no voting right. Decisions are made on the basis of majority votes.
4. Project Management Team comprises relavant Xiamen municipal officials, is appointed by the Joint Committee on the basis of reccommendation of the Xiamen municipal government. Its main tasks include:
• call for tenders
• award contracts
• review and approve job orders
• vet invoices
• supervise contractors
• manages a bank account which collects money from Xiamen government and Chairty Foundation on 1:1 basis for payments to contractors

1. 联合委员会中, 厦门和新加坡的代表人数对等. 各项决定通过投票确定, 采用少数服从多数规则.
2. 新加坡工作委员会做的决定通过投票决定, 采用少数服从多数规则.
3. 除副执行长官外, 慈善基金理事会其他成员都是新加坡人. 副执行长官由厦门市红十字会副会长出任, 没有投票权. 慈善基金理事会的各项决定通过投票确定, 采用少数服从多数规则. 
4. 项目筹办组成员经厦门市政府推荐, 联合委员会通过后委派, 由厦门相关部门人员出任. 筹办组主要工作包括:
• 招标
• 签订合同
• 审核及批准订单
• 核查发票
• 监督承包商
• 管理一个银行账户. 该账户内的钱来自厦门市政府和慈善基金双方1:1的拨款, 用于付款给承包商
