1. The Singaporean community in Fujian is building a public healthcare polyclinic in Xiamen which is the first in China
modelled on Singapore
government's polyclinic and the first community service project funded by
Singaporeans and the Xiamen
municipal government.
在闽的新加坡团体正在厦门建一座社区医疗服务中心. 这是中国首个以新加坡综合诊疗所为模式的社区医疗服务中心, 也是首个由旅居福建的新加坡人和福建省厦门市政府共同合作建设的社区服务项目.
2. The new polyclinic in Xiamen is modelled after Singapore's government polylinic in
terms of design and management. It aims to be a learning model for public
healthcare reforms in China.
新的社区医疗服务中心将参照新加坡政府综合诊疗所的设计和管理模式, 并希望能成为中国社区医疗服务中心的典范.
3. For a start, the polyclinic, to
be sited on a 2000-sq-m plot, will have 30 consultation
rooms and the capacity to treat 500 patients a day. At the beginning, it is expected to be
manned by 30 doctors and 25 nurses.

Singapore and Fujian have a special relationship rooted in
ancestral linkages. This is an integral part of the special relations between Singapore and China.

Singaporeans
were also among the earliest overseas Chinese contributing to a great number of
charity projects in Fujian,
especially in the 1980s. These ranged from education and medical services to
infrastructure. As a result, a deep pool of goodwill exists in many parts of Fujian where
Singaporeans have made contributions.
早在二十世纪八十年代, 闽籍新加坡人便在福建捐资兴学, 建设医疗服务设施及基础设施, 成为最早进入福建兴办公益事业的海外华人群体之一. 闽籍新加坡人对福建经济发展做出的贡献, 使他们在福建各地都能感受到浓浓的善意.

Nevertheless,
many of these projects were individual-based, and few of the future generations
of Singaporeans followed up on or tapped the accumulated beneficence.
Generational change in the Chinese leadership at all levels may also erode the
goodwill that had been cultivated through our forefathers’ many significant contributions.
Already, some of these benevolent acts are gradually being forgotten by younger
generations in both Singapore
and China.

Against
this backdrop, in early 2008, Fujian’s
Singaporean community first hatched the idea of collectively raising funds for
a significant charity project in Fujian.
在此大背景下, 旅居福建的新加坡人和团体于2008年初, 开始酝
酿在福建推行一个较大型的慈善项目.

The
project is to be visible, symbolically enduring, as well as physically and
operationally lasting. It will bear the name of Singapore
and thus fly the Singapore
flag high in Fujian.
By registering the present generation’s collective philanthropic efforts, it is
hoped that the project will also help raise awareness of the solid rapport
between Fujian and Singapore,
inspire younger generations of both sides, and help preserve the special
connection between Fujian and Singapore
for at least the next few generations.
这个项目将以新加坡的名义推行, 不仅能引起关注, 且能长期运作, 以此提升新加坡在福建的形象. 我们希望通过这种形式, 延续当代闽籍新加坡人与祖籍地的渊源和感情纽带, 提高和激发新加坡和福建年轻一代对两地的相互认识和兴趣.
Choice

1 After several
consultations with the Singapore Consulate-General in Xiamen
as well as the relevant Fujian authorities,
the Singaporean community in Fujian formed the
initial view that a polyclinic, based on the Singapore
model, in Xiamen
would be the most worthwhile charity project.
新加坡驻厦门总领事馆及福建省相关部门多次商议之后, 在福建的 新加坡团体有了初步的构想, 即在厦门兴建一所新加坡模式的社区医疗服务中心.
2 First, of all the cities in Fujian, Xiamen has the
highest concentration of Singaporeans and Singapore companies. Xiamen is also the most forward-looking city in Fujian. Besides, Xiamen as a Special
Economic Zone has full autonomy in budgetary and many other policies. These
factors could help ensure the lasting success of our charity project. Second,
public healthcare reform is currently one major daunting task for the Fujian government, and Singapore
serves as a relevant model for Fujian
in this regard. It is hoped that the
success of the proposed polyclinic in Xiamen
would be replicated by the Fujian
government in other parts of the province. This will also help expand and
deepen goodwill for Singapore
in Fujian.
首先, 在福建所有城市当中, 厦门是新加坡人/新加坡企业最集中的城市, 也是最有前瞻性的城市. 厦门作为经济特区, 在财政预算及其他政策上享有自主权. 这些都是这个慈善项目长期成功运作的保障. 其次, 医疗卫生改革是福建目前面临的主要艰巨任务, 在这点上新加坡可为福建树立典范. 在闽新加坡团体希望通过该项目在厦门的成功推行, 将这种模式推广到福建省的其他地区, 造福广大民众, 同时也提高新加坡在福建的声誉.

Fujian’s Singaporean community recognises
that the full support, and even partnership, of the Xiamen municipal government will be crucial
to the long-term sustainability of the project. At the
request of the Singaporean community, the Singapore Consulate-General in Xiamen acted on its behalf and held several rounds of
formal discussions with both the Xiamen
municipal and the Fujian
provincial government. The Fujian
provincial government gave its full blessings for the
project.
在福建的新加坡团体意识到与厦门市政府建立平等合作关系及得到厦门市政府的支持, 对于这个慈善项目的长期顺利运行至关重要. 获在闽的新加坡团体委托, 新加坡驻厦门总领事馆与厦门市政府及福建省政府进行了多次正式会谈. 福建省政府表示支持该项目.

After
months of discussions, the Singapore Consulate-General in Xiamen
reached a broad agreement with the Xiamen
municipal government on an
unprecedented model of cooperation on a charity project in
China
as follows:
经过数月的友好磋商, 新加坡驻厦门总领事馆与厦门市人民政府达成初步共识:
(1) The Xiamen government will provide a plot of land
of about 2,000 sq m in size to site the proposed polyclinic.
厦门市将提供一块面积为2000平方米的地块, 作为新加坡模式社区医疗服务中心的建设用地.
(2) The Xiamen government will provide from its
budget an amount of money equal to the total amount raised by the Singaporean
community for the polyclinic project. In particular, each side will cover half
the costs of construction, installation and medical equipment purchases.
厦门市政府将根据新加坡团体捐款数额, 从财政中拨出对等的款项支持该项目. 双方将在中心大楼建设、内部装修和购买医疗器械设备上各出一半的费用.
(3)
The polyclinic’s property and management rights will belong to the Xiamen government.
社区医疗服务中心建成后, 产权和管理权归厦门市政府所有.
(4)
A Joint Committee will
be set up to oversee the long-term success of the project. The Joint Committee
will comprise a Xiamen leader and the Singapore
Consul-General as advisers, as well as Xiamen
officials, and representatives from Singaporean community, as members.
为了监督和确保该项目的长期顺利运作, 将成立联合委员会. 联合委员会的顾问由厦门市领导和新加坡驻厦门总领事出任, 成员包括厦门市相关政府部门领导和新加坡团体代表.

The polyclinic is to be
built, based on the Singapore
model. Apart from being a fully operational medical facility serving the local
residents of a particular Xiamen
district, it will function as a showcase for public healthcare reform in Xiamen/Fujian.
It could also be one of the centres in Xiamen to
deal with epidemics, as well as be a centre of exchange with Singapore’s
medical professionals.
该项目将参照新加坡社区综合诊疗所建造. 除作为一个设备齐全的社区医疗服务中心用于服务厦门民众外, 该项目也将同时成为厦门/福建医疗卫生改革的典范, 并具有两大特点: 成为厦门市处理传染病及突发事件的应急中心; 成为与新加坡医疗专家长期交流的中心.
(6) The polyclinic will be named
the “Fujian (Xiamen)-Singapore Friendship Polyclinic”.
该项目拟命名为 "福建(厦门)-新加坡友好医疗服务中心".
Enhancing
Sustainability
提高项目的可持续性

Fujian’s Singaporean community is
currently raising funds both in Singapore
and Fujian, targeting
S$3m to S$4m. (This does not include the Xiamen
municipal government’s contribution to the project.) Any amount raised in
excess of that needed for construction, installation and equipment purchases, will
be used to facilitate healthcare exchanges between Singapore
and Fujian,
including training assistance. The Singaporean community has support from all
organisations and individuals in Singapore
that have interests in Fujian or have special
ties with Fujian.
The objective is to include as many names as possible of relevant Singapore individuals
and organisations on the donors’ plaque to be erected later at the polyclinic.
The plaque will be an important record of the present generation’s collective
philanthropic effort, significant evidence of the continuing special connection
between Fujian and Singapore, as well as an important
reminder of such ties for future generations of both sides.
在福建的新加坡团体正在新加坡和福建筹款, 计划筹资新币300-400万元(不包括厦门市政府的对等资金支持). 多出的捐款将用于今后新加坡和福建之间的各项医疗交流活动, 包括协助培训福建的医护人员. 新加坡团体也得到新加坡方面与福建有关联的团体和个人的支持. 其目的是为了将更多新加坡相关团体和个人捐款者的名字, 刻在社区医疗服务中心内的芳名榜上. 这个芳名榜将记录当代新加坡的集体慈善贡献, 体现福建和新加坡特殊渊源的延续, 也将提醒福建和新加坡的后代两地的深厚渊源.

A
charity foundation, managed by an all-Singaporean Board of Directors, has been established
to collect all funds raised. All funds collected are placed in the China
branch of a Singapore bank. The Singaporean community has also set up other
structures and institutions. These include a Singapore working committee with
various sub-committees to deal with different aspects of the project
development. Furthermore, Singapore
medical experts, architects, lawyers and media professionals have joined the
resource panel for the project. Among them are distinguished
SingHealth Group Chief Executive Officer Professor Tan Ser Kiat and renowned
architect Liu Thai Ker. Mr Liu will
design the polyclinic on a voluntary basis, while Prof Tan will be working with
Temasek Foundation on a training package for the doctors, nurses and administrators from Fujian province.
在福建的新加坡团体已成立一个专项基金, 由新加坡人出任理事会成员, 接受捐款.

How the Project Has Been
Shaping Up

On
28 October 2008,
at a formal meeting with the Singapore
Consul General in Xiamen and representatives
from the Singaporean community in Fujian, Xiamen’s Vice Mayor Pan
Shijian (潘世建) informed them of the exact location on Xiamen Island
that has been earmarked for the polyclinic. The site is in a residential
district in Qianpu (前浦), where there are 300,000 local residents. The Singapore team inspected the site
and was satisfied with its choice. The Xiamen
municipal government will now begin clearing the site for the ground-breaking
ceremony scheduled to be held in the second quarter of 2009.
2008年10月28日, 厦门市副市长潘世建会见新加坡驻厦门总领事及 在闽新加坡团体代表, 并知会该项目将选址厦门岛前埔社区, 能服务周边30万居民. 新加坡团队实地考察过该地块, 对这个选址表示满意. 厦门市政府拟开始进行该地区的拆迁工作,

On 11 November 2008, Madam
Chen Hua (陈桦), Vice Governor of the Fujian Provincial Government,
told the Singapore Consul
General at a formal meeting that the provincial
government would fully support the polyclinic project in Xiamen.
On 1 December 2008,
Xiamen’s Party
Secretary He Lifeng (何立峰) instructed his officials to place the proposed polyclinic on
the 2009 list of key projects for the city. This means that the project is to
be accorded the same highest attention and importance as other major infrastructural projects planned for Xiamen in 2009.
2008年11月11日, 福建省副省长陈桦会见新加坡驻厦门总领事, 表 示省政府全力支持该慈善项目. 2008年12月1日, 厦门市委书记何立峰下达指示, 将该项目列入厦门市2009年重点项目之一, 表明该项目与2009年厦门市其他重点基础设施建设项目一起, 受到高度重视.

On 16 December 2008, a 15-member Xiamen
delegation, led by Xiamen Health Bureau Director-General Mr Huang Ruxin
(黄如欣), made a four-day study visit to Singapore
to look at the best practices to be adopted or adapted
for the polyclinic charity project. The visit also served as the first step
towards determining the size and design of the polyclinic. Following the visit,
work has now begun on the building blue-print which needs to be completed
before the ground-breaking ceremony.
2008年12月16日, 由厦门市卫生局局长黄如欣带领的考察团一行15人开始在新加坡进行为期4天的考察, 重点考察新加坡综合诊疗所值得该慈善项目采用和借鉴的地方. 这次考察活动结束后将决定医疗服务中心的规模和设计. 随后,
中心大楼蓝图的设计工作也将正式展开, 拟于奠基仪式之前完成.

The
next step is to work with the Xiamen
government on setting up a Joint Committee. Discussions are also underway on
the form and content of a formal agreement which will clearly set out the
respective roles and responsibilities of the Xiamen
municipal government and Fujian’s
Singaporean community in the project.

在闽新加坡团体将与厦门市政府商讨成立联合委员会. 在闽新加坡团体也正与厦门市政府探讨该项目合作协议的方式和内容, 明确各方的职责权.
At present, on the Singaporean community’s end, the work on the project
is managed by a Singapore
working committee.
